Phil Burke

Phil is a Contracts professional with over 30 years’ experience gained almost exclusively in the Energy industry. As a professional Quantity Surveyor, he entered the industry in the early 1980’s when the North Sea was experiencing a rapid period of expansion.

Phil works with clients as a Senior Contracts Advisor throughout all stages of project development from contract strategy through the tender and contract formulation phase and on to execution and closeout. Phil has provided advice and appeared as an Expert Witness in a number of high-profile Energy-related court proceedings.

Ed Comiskey

Operations Director - Americas

Ed has over 20 years of experience in Engineering and Project Management consultancy and resourcing, the past 15 years being with service providers along the US Gulf Coast, Caribbean and Canada. He has provided services for many major Upstream and Downstream projects as well as for clients’ base business.

Ed’s experience also includes new business start-up and existing business optimization, having successfully started up new ventures and improved existing ones in Houston and Canada on multiple occasions. Ed has an MBA in Business from the University of New Orleans.

 
 

Chris Allen

Chris has over 20 years’ experience in Energy Sector Engineering and Construction Management with a special emphasis in the delivery of Quantity Surveying, Contracts, Project Controls and PSCM consultancy services.

Chris has supported operations in the North Sea, USA, Central Asia, West Africa and Far East on numerous Upstream, Downstream and Renewables major Capital Projects and has an extensive knowledge of the industries’ professional labour market.

Robert McIntosh

Global Business/Finance Director

Robert joined OGCS in 2014. He leads the business processes and financial management of OGCS focusing on strategy for sustainable growth and governance. He reports to the board and has worked closely with regional stakeholders to successfully grow business through the challenging market conditions of recent years, developing processes for quality of service and efficiency, capital management and strategy. Additionally, he oversees the Mexico business unit through OGCS’ Mexico City office and Gulf of Mexico hub in Tampico. Robert began his career with field development planning and support services to the OPON gas field in Colombia and has extensive experience establishing and operating businesses in UK, USA, Norway, Spain, Canada, Singapore, Australia and Mexico. Outside the energy sector he has operational experience in broadcast facilities, Project Managing the implementation of digital technology from design to commission and the transition of working facilities to fibre optic and shared storage.

 
 

Chris Bradshaw

Chris has thirty years’ experience in worldwide LNG, Oil & Gas, Infrastructure & Power capital projects for industry-leading consultant, client and contractor-based companies including Chevron, ExxonMobil and Foster Wheeler.

Projects include LNG, FPSOs, FPU Platforms & Topsides, Renewables & Energy Transition,  Refining, Petrochemicals, Maintenance & Shutdown and Power.

Chris holds a BSc in Chemistry, a BEng in Chemical Engineering and is a Member of The Association of Cost Engineers.

Sandra is a Senior Contracts and Procurement Specialist with over 21 years’ experience in the Oil & Gas and Power Generation industries and a BSc Honors in Management from Royal Holloway University of London.

 
 

Michael Ibarra

Michael leads the OGCS Claims Advisory group in supporting clients with avoiding and resolving claims in their construction projects.  These services include developing processes, best practices and other solutions that mitigate claims risk as well claims analysis and other support to resolving realized claims. 

Michael is a Contracts professional with over 20 years’ experience on Energy, Chemicals, U.S. Government Services, Telecommunications and Data Center projects in various countries.  He is experienced in supporting and leading the contracting effort throughout the entire lifecycle of a project for projects of various sizes and global locations.  Michael has a bachelor’s degree from Texas A&M University - Mays Business School and a Master of Legal Studies with a concentration in Conflict Resolution from Washington University in St. Louis School of Law. 

Darryl Townsend, PMP

VP - Project Controls

Darryl is a Project Controls professional with over 30 years’ experience mostly in Oil and Gas sector. As a Project Management Professional he entered the industry in 1990 as a Pipe Designer in Houston. He eventually transferred to Alaska to expand his knowledge in Engineering work, both as a designer then a discipline engineer with a period of time as a Facility Engineer on the North Slope. During that period he transitioned to Project Controls developing and maintaining Project Schedules both for client and a contractor. Schedule review function brought him back to Houston to be reviewer of large capital projects globally. He now incorporates that knowledge and experience into the Review and Risk functions OGCS offer to serve both owners and contractors to produce and maintain a robust achievable project schedule.

Evan Kirchen

Advisory Board Member

Evan has over 30 years’ experience in operational, engineering, and construction roles within the Energy industry mainly with Williams (gas infrastructure) and Albert-Garaudy/HFG (consulting engineers), holding senior management/VP positions. More recently Evan has become involved in the Energy Transition as CEO of Orbital Renewables, a waste to energy business focused on biomethane to grid solutions.

Richard Smith

SVP - Commercial Management

Richard has over 28 years as Contracts Manager and Quantity Surveyor in the energy industry. A graduate of Westminster University, he is a Chartered Surveyor of The Royal Institution of Chartered Surveyors.

Richard’s roles include development of OGCS in-house proprietary systems, client support and consultation involving contract strategy and quantity surveying services through all phases of a project life cycle.
